Scott Franklin is the Fannindel ISD Board Vice-President.  Mr. Franklin resides in Pecan Gap.  He is married to Cynthia Franklin and has five children:  Tyler Franklin, 29 years old; Katie Morrow, 28 years old; Christopher Franklin, 26 years old; Brendan Morrow, 23 years old; and Lyndsey Franklin, 17 years old.  Mr. Franklin graduated from Fannindel High School in 1986 and obtained a Masters of Science degree from Texas A&M University-Commerce in 1997.  He is employed as the Laboratory Manager for the USDA, Dairy Division, serving Texas, New Mexico and Colorado.

Mr. Franklin is actively involved in the American Dairy Science Association, the Dairy Practices Council, and the National Test Procedures Committee.  Mr. Franklin began serving on the FISD Board of Education in 2009.  His term expires in 2022.
